Programme Policy Officer – School Meals at World Food Programme

ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs) and job holders report to a more senior Programme Policy Officer.  Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

JOB PURPOSE

Job Purpose:

 

Under the overall supervision of the Head of WFP Country Capacity Strengthening Unit and reporting to the WFP School Meals Programme Policy Officer, the incumbent will work closely with other team members of the Country Capacity Strengthening Unit (CCS) to support implementation of the national school meals programme. The incumbent will support capacity building activities aimed at strengthening both national and county institutions.

                          

KEY ACCOUNTABILITIES (not all-inclusive)

Major Duties and Responsibilities

  • Support planning and delivery of capacity strengthening to national and county government institutions for school meals to primary and pre-primary school children in line with identified capacity needs and agreed strategies; and participate in and support capacity needs assessments.
  • Coordinate with and support WFP Field Offices in capacity strengthening and monitoring of primary and pre-primary school meals activities.
  • Build and maintain partnerships and represent WFP in relevant coordination forums, including UNDAF.
  • Co-ordinate the implementation of the quarterly monitoring for the school meals activities, in close collaboration with MOE and WFP Field Offices.
  • Participate in and coordinate outcome, output and process monitoring for capacity strengthening activities related to school meals, including consolidation of data, monitoring visits, baseline surveys, mid-term and final evaluations, as needed.
  • Draft various reports/briefs including Annual Country Report (ACR), donor reports, monitoring reports, monthly reports and any other reports as well as funding proposals as may be required.
  • Review field office reports and field visit monitoring reports and follow up on identified problem areas, including in collaboration with the MOE, Field Offices and WFP Complaints and Feedback Mechanism, and propose remedies or improvements.
  • Support and coordinate donor missions in collaboration with Communications and Field Offices.
  • Perform any other related duties, as required.
STANDARD MINIMUM QUALIFICATIONS

 

Qualifications:

The successful candidate will have a University Degree in Agriculture, Social Sciences, Rural Development, Economics, Anthropology, Nutrition or related field.

 

Experience and Skills:

A minimum of Two Years’ of professional experience in the field of education/education sector programs in humanitarian and/or development context is required. Additional experience in education sector policy and general programming as well as working with the government institutions will be considered an asset. Skills that the ideal candidate will have include: ability to plan and organise work to meet deadlines; resourcefulness, initiative, maturity of judgement, tact, negotiating skills; ability to communicate clearly both orally and in writing; experience and ability to establish and maintain effective and constructive working relations with government officials, community leaders and partners. Willingness to travel within Kenya and work under difficult conditions..
