Deputy Director Human Capital Management at National Police Service Commission

The National Police Service Commission of Kenya is an Independent government Commission established under the Constitution of Kenya to ensure smooth functioning of the National Police Service of Kenya.

Duties and Responsibilities

Strategic/ Policy Responsibilities

  • Implement, interpret and review of Human Capital Management and Development policies, procedures and systems;
  • Develop linkages and cooperation with other stakeholders to complement the Directorate’s efforts in training and capacity in the National Police Service;
  • Develop and implement welfare programs for NPS officers and the Commission staff;
  • Review the analysis of competency development reports from the National Police Service and advising on appropriate intervention strategies to be undertaken to bridge the gaps;
  • Develop an employee oriented culture that emphasize on quality, continuous improvement, performance, employee retention and employee -employer relations;
  • Develop and implement the National Police Service Commission training programs and training projections;
  • Review strategies and policies to ensure that systems and structures are efficiently managed for the achievement of set performance targets and goals of the Commission;
  • Ensure the preparation of Personal Emoluments (PE) budgets;
  • Coordinate the implementation of Performance Management Systems, including Performance Appraisal System and the Rewards and Sanctions Framework;
  • Coordinate development, implementation and review of welfare and other incentive schemes for the Commission; and
  • Initiate best practices in the management of Human Capital Management function.

Managerial Responsibilities

  • Coordinate preparation and implementation of annual Human Capital Management budget;
  • Coordinate preparation and implementation of work plans derived from the human capital strategy;
  • Monitor the adherence to the code of conduct for officers in both the National Police Service and in the Commission;
  • Champion the development of enhanced Performance Management System and culture to ensure the overall achievement of National Police Service Commission strategic objectives;
  • Ensure effective planning, designing and evaluating Human Capital related initiatives that promote National Police Service Commission strategic goals;
  • Ensure periodic skills and training needs assessment to support staff development
  • Facilitate the establishment, operationalization and maintenance of Human Capital Management Information Systems;
  • Coordinate the preparation and dissemination of various Human Capital metrics reports to relevant authorities for policy decision making;
  • Undertake risk management in Human Capital to ensure appropriate strategies are developed and implemented;
  • Coordinate implementation of human Capital strategies by establishing department accountabilities, including talent management, recruitment and selection, staffing, employment processing, compensation, health and welfare benefits, training and development, records management, safety and health, succession planning, employee relations and retention, compliance, and labour relations;
  • Ensure compliance with Human Capital legislation, strategies, policies, procedures, guidelines and regulations;
  • Ensure the implementation of change management strategies to foster organizational values aligned to the Commission’s vision and mission;
  • Ensure effective administration of Human Capital Management and Development in the National Police Service and National Police Service Commission; and
  • Coordinate administration of budget, payroll, salaries and benefits.

Requirements for appointment

  • Master’s degree in Human Resource Management/ MBA (Human Resource Management) or its equivalent from a recognized institution
  • Bachelor’s degree in Human Resource Management/ BA (Human Resource Management) or its equivalent from a recognized institution;
  • Higher Diploma in Human Resource Management;
  • Member of a Human Resource professional body (IHRM/KIM/AAPAM/CIHRM);
  • A Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized Institution;
  • Twelve (12) years of service of which three (3) should be in a comparable position from a reputable organization; and
  • Meet the requirements of Chapter Six of the Constitution of Kenya.
