Head of Department – Aviation Safety & Security Training at Kenya Civil Aviation Authority

Kenya Civil Aviation Authority (KCAA) was established on 24th October 2002 by the Civil Aviation (Amendment) Act, 2002 with the primary functions towards; Regulation and oversight of Aviation Safety & Security; Economic regulation of Air Services and development of Civil Aviation; Provision of Air Navigation Services, and Training of Aviation personnel KCAA; as guided by the provisions of the convention on international civil aviation, related ICAO Standards and Recommended Practices (SARPs), the Kenya Civil Aviation Act, 2013 and the civil aviation regulations.

Department/section Aviation Safety and Security Management

Reports To: Registrar – Academics Affairs

Job Purpose

To plan, direct and organize the development and implementation of Aviation Safety & Security programmes and courses to meet industry needs.

Scope of work / duties / responsibilities

  1. Planning and approving targets, budgetary guidelines and use of resources for the development and implementation of Aviation Safety & Security programmes;
  2. Coordinating with other faculties/ departments as may be necessary for efficient and profitable delivery for Aviation Safety & Security programmes;
  3. Devising strategies to retain students and maintain recurrent revenue base;
  4. Evaluating the long term capability requirements, systems, equipment and human resources, of the faculty/department against the School’s Strategic Plan and determines plans and initiatives to be taken;
  5. Identifying industry needs and students career needs in order to develop innovative faculty programmes that increase both student intake and revenue from industry;
  6. Coordinating with the Registrar Academics and other departments as may be necessary to resolve staff issues, including disciplinary matters, appointments, contracts, promotions etc in the Aviation Safety & Security faculty;
  7. Liaising with stakeholders/organizations as may be necessary for realization of the faculty objectives.
  8. Coordinating with the Quality Management department to implement quality systems;
  9. Performing any other duties as may be assigned by the Registrar, Academic

Requirements

Qualifications

  1. A master’s degree in an aviation related field.
  2. A Bachelors degree in any of the following fields: Engineering, Aviation management, Humanities and social Sciences, Education, Physics, Information Science or any other relevant and equivalent qualification from a recognized institution.
  3. A valid license or certificate of competency in the area of specialization in accordance with the national and international standards and regulation, where applicable.
  4. Instructor Training Course.
  5. Train the trainer’s course.
  6. Certificate in Curriculum Development.
  7. Training in management or leadership

Experience

  1. Ten (10) years relevant work experience.
  2. Four (4) years’ experience in a senior Aviation Safety/Security oversight role.

Knowledge and skills

  1. Knowledge of relevant ICAO standards and national requirements applicable to training institutions.
  2. Knowledge of quality systems in higher learning institutions and applicable ICAO requirements.
  3. Knowledge and application of course and training methodology design.
  4. Leadership and supervisory skills
  5. Knowledge of industry trends and needs.
  6. Good interpersonal and communication skills.
  7. Understanding of examination administration and management.
  8. Proficiency in computer applications.
